To be able to support static allocation, vq should no more allocated in virtio but in rpmsg or application. We provide a helper funciton virtqueue_allocate() to the caller to help with the allocation.

Encapsulate the the handling of the shared memory region to make it clear exactly what functionality is needed and ensure that others aren't touch internal data that we aren't aware of.
We treat the sh_mem region in the virtqueue as an obaque pointer that only should get used by v2p and p2v functions.

This test corresponds to the behaviour of the linux rpmsg sample driver. master send 100 messages to the slave, expecting echo. At least the echo part running on slave can be implemented to respond to the linux driver.
